Dato’ Shabaruddin is a Fellow Chartered Accountant of Australia & New Zealand (ICAANZ), Chartered Fellow of Institute of Internal Auditors Malaysia (IIAM), Certified Public Accountant of Malaysian Institute of Certified Public Accountants (MICPA), Chartered Accountant of Malaysian Institute of Accountants (MIA) and Bachelor of Commerce from University of Tasmania, Australia.

He was awarded with Darjah Setia Paduka Jamalullail (DSPJ Perlis) and Ahli Mangku Negara (AMN Malaysia) for his corporate and community services.

WAN AHMAD ZAHEED WAN MOHAMAD

Wan Ahmad Zaheed Wan Mohamad, graduated with BA (Hons) Business Administration (Accounting) from De Montfort University, Leicester UK in 1998.

He served the public office of Kelantan State Government, Malaysia in various capacities from 1999 to 2008. After 10 years, he left Kelantan Civil Service to start a private venture namely Portokbali Maritime City Project that consisted of Tok Bali Port and Oil & Gas Supply Base in Kelantan in 2009 which became operational in 2012.

Wan Zaheed, then the Executive Chairman & CEO left the owner-developer-operator East Coast Terminal Sdn Bhd which he co-founded after 5 years in 2013.

From mid-stream activities, Wan Zaheed treaded a new path by joining Barakah Offshore Petroleum Berhad which specialize in pipeline services and offshore installations as Assistant to the Founder of the listed Group from 2014 to 2016.

In 2017 Wan Zaheed co-founded Mutiara Perlis Sdn Bhd, a JV Co between Mutiara Infra Sdn Bhd and State Government of Perlis in pursuit of developing Perlis Maritime Corridor and Perlis Inland Port (PIP), one of key Federal projects in the Northern Corridor (NCER) to enhance cross border trade. He is now Group Managing Director & Chief Executive Officer of Mutiara Perlis Sdn Bhd and Executive Vice Chairman of its subsidiary Inland Port Perlis Sdn Bhd.

DATO AMIR ABDILLAH SHABARUDDIN

Dato Amir Abdillah Shabaruddin is an Group Executive Director Finance & Corporate Services of Mutiara Perlis Sdn Bhd.

He graduated from University College London (UCL) with a BSc (Hons) in Economics back in 2006. Upon graduation, he started work with KPMG London where he spent 3 years in Audit before moving on to Tax, Financial Advisory and Transactions Services.

Dato Amir is a Fellow of the Institute of Chartered Accountants in England and Wales (ICAEW) with carries the designation FCA. He has been a member of the ICAEW since 2009.

He is active in social enterprises and NGO works. Back in 2014, Dato Amir founded the Refuge School for Afghani Children of Malaysia. He also serves as an advisor to an Affordable Housing Think Tank.

Dato Amir was conferred the award of Darjah Panglima Setia Bintang Sarawak in 2022 which carries the title Dato in recognition of his corporate and community services, particularly in helping the displaced communities during the COVID pandemic.

Arif Rida Shabaruddin is a distinguished leader in the corporate and finance sectors, currently serving as Group Executive Director of Mutiara Perlis Sdn Bhd, as well as the Managing Director & Chief Executive Officer of Inland Port Perlis Sdn Bhd. With extensive expertise in finance and strategic leadership, Arif plays a pivotal role in driving the growth and development of these organizations.

Arif holds a Bachelor of Commerce degree from Murdoch University, Australia, with a major in Professional Accounting and a minor in Corporate Law. He is a Chartered Accountant certified by the Institute of Chartered Accountants in Australia & New Zealand (ICAANZ), a Certified Public Accountant accredited by the Malaysian Institute of Certified Public Accountants (MICPA), and a member of the Malaysia Institute of Accountants (MIA) during his tenure with KPMG Malaysia. Today, his proven expertise and leadership continue to support the economic and logistical development of Perlis through his work with Mutiara Perlis and Perlis Inland Port.

Ir Aris Abdul Halim

Ir. Aris Abdul Halim has more than 20 years of experience in the private sector particularly in project management, construction and consultancy services. He started his career as a project engineer with HCM Engineering Sdn Bhd before joining JK Bersatu Sdn Bhd as an infrastructure design engineer. He then joined Perunding ZNA as a Senior Design Engineer and later he formed PSS Consult Sdn Bhd as the Managing Director of the civil and structural consultancy firm.

He is currently the Head Engineer of Mutiara Perlis Sdn Bhd and the Project Director for the Perlis Inland Port project.

Ir. Aris Abdul Halim is a Member of Board of Engineers Malaysia, Member of Institute of Engineers Malaysia and is certified as a Professional Engineer with Practicing Certificate.

Abbas Bilgrami is a Member of the Chartered Institute of Logistics & Transport, he qualified as Registered Industrial Accountant Canada, and got his first Bachelor of Commerce from University of Karachi and a second Bachelor of Commerce Honours from Concordia University, Canada.

He has undertaken various professional courses in the oil & gas sector and received a Certificate in Commercial Property Law from the University of Cape Town.

Prof Dr Ruth Banomyong Thammasat

Professor Ruth is currently a Commissioner at the Port Authority of Thailand (PAT and a board member of Thailand’s Eastern Economic Corridor Development Zone (EEC). He is a former Chairman of the Advisory Board to the Thai Minister of Commerce and a former Dean at the Faculty of Commerce & Accountancy (a.k.a Thammasat Business School), Thammasat University in Thailand.

He received his PhD in 2001, in the field of International Logistics within the Logistics & Operations Management Section (LOMS) at Cardiff Business School (UK).

He was the winner of the James Cooper Cup in 2001 for the best PhD dissertation in logistics from the Chartered Institute of Logistics & Transport (CILT) in the United Kingdom. In 2016, Supply Chain Asia (Singapore) awarded the prize of supply chain educator of the year. In 2021, the Industrial Engineering & Operations Management (IEOM) Society awarded him with the Distinguished Educator Award in 2021 while the National Research Council of Thailand (NCRT) awarded him with the National Outstanding Researcher Award in the field of Economics for 2022.

Ruth’s main research interests are in the field of multimodal transport, international logistics, trade facilitation, logistics development policy, supply chain performance and humanitarian supply chains. He has published over 100 papers and reports in scientific journals and has co-authored more than 10 books.

Since 1995, Ruth has been a consultant for international agencies such as the United Nations Conference on Trade & Development (UNCTAD), the United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP), The World Bank, The Asian Development Bank (ADB), The Association of South East Asian Nations (ASEAN), OECD, etc.

Dato Azman Mahmud

Dato’ Azman Bin Mahmud is one of the Board of Advisers for Mutiara Perlis Sdn Bhd (MPSB) He graduated with a Bachelor of Engineering (Agricultural) from Universiti Putra Malaysia in 1986. Dato’ Azman has also attended several leadership and professional development courses from renowned training institutes such as ‘A Cutting Edge of Development Thinking’, Harvard Kennedy School, John F. Kennedy School of Government, USA; ‘Leading Change & Organisation Renewal’, Harvard Business School, USA; Strategy Execution Programme, INSEAD France; APAC Government Leadership Programme (AGLP) in Crotonville, New York, USA; and Temasek Foundation International Asia Leader’s Connect, Singapore.


He was the former Chief Executive Officer of the Malaysian Investment Development Authority (MIDA), having served in various local and international roles across the divisions within MIDA since 1989. As the Chief Executive Officer of MIDA, he was responsible for leading a team in advising, formulating and recommending strategies, policies, investment and industry development programmes in the manufacturing and services sectors. He was also responsible for attracting, developing and retaining a portfolio of investors.


He is currently the Independent Non-Executive Chairman of Panasonic Manufacturing Malaysia Berhad, Privasia Technology Berhad, Cnergenz Bhd, SME Aerospace Sdn Bhd (SMEA). He is also an independent non-executive director of GDEX Berhad, Texchem Resources Bhd, Kulim Technology Park Corporation Sdn Bhd, Akademi Transformasi Asnaf MAIPS Sdn Bhd and Panasonic (M) Sdn Bhd. In addition, he also sits on the investment panel member of Penjana Kapital (which was established by the Ministry of Finance Malaysia since July 2020).

Mervin Chetty has 34 years of professional experience and a solid academic record, Mervin Chetty is a high-profile Executive in the Port and Rail industry. Mervin played a vital and critical role within South Africa’s Public sector and now focusses on Global port & rail infrastructure.

A commercially connected and proactive change agent, Mervin holds an extensive record of accomplishment in Strategy Development, commercial PPP transactions, Freight Logistics Performance and Operational Turnaround, with pronounced talent for business networking and development across the African continent.

As the Chief Strategy Officer who secured significant gains in port terminals over a fast-paced 7 years, Mervin then took over leadership of the Natal Corridor, where he transformed port rail efficiencies, migrating major cargo from road to rail over 5 years. Focused on Africa for the past decade, Mervin has been avidly promoting regional integration – recognized for creating and securing significant new business deals on the continent and globally.

Most notably, he jointly set up the Africa Infrastructure Desk, Afri-ID – a multi-stakeholder platform for both private and public stakeholders – with the NEPAD Business Foundation in 2013. Mervin played a key role in developing Transnet’s first-ever continental Africa strategy, which is being rolled out successfully to this day. Several commercial transactions were successful during the implementation of the Africa strategy. Currently Mervin is focusing on Business Development and Commercial activities for Southern Africa and Indian Ocean Islands within the Port and Rail infrastructure space.
